Results of the Mandatory Minimum 5% Indigenous Procurement Target for Fiscal Year 2022-2023

The Government of Canada is committed to renewing and strengthening its economic relationship with Indigenous entrepreneurs and communities by providing increased economic opportunities to First Nations, Inuit and Métis businesses through the federal procurement process. Indigenous Peoples in Canada, as well as their business ventures, face unique challenges, and this is reflected in lowered levels of participation in federal contracting. Indigenous Peoples in Canada comprise approximately 5% of the overall Canadian population; however, they may not be receiving the equivalent percentage of federal contracts. Through collaboration between Public Services and Procurement Canada (PSPC), Indigenous Services Canada (ISC) and the Treasury Board of Canada Secretariat (TBS), the Government of Canada implemented a mandatory requirement for federal departments and agencies to ensure a minimum of 5 % of the total value of contracts are held by Indigenous businesses.
