2025-2026 and 2026-2027 Planned Procurement – Mandatory Minimum 5% Indigenous Procurement Target

The Government of Canada is committed to renewing and strengthening its economic relationship with Indigenous entrepreneurs and communities by providing increased economic opportunities to First Nations, Inuit and Métis businesses through the federal procurement process. Through collaboration between Public Services and Procurement Canada (PSPC), Indigenous Services Canada (ISC) and the Treasury Board of Canada Secretariat (TBS), in 2021, the Government of Canada implemented a mandatory requirement for federal departments and agencies to ensure a minimum of 5 % of the total value of contracts are awarded to Indigenous businesses. The mandatory minimum target seeks to leverage government spending to help grow Indigenous businesses, which may improve the socio-economic conditions of Indigenous communities. Implementation of the mandatory minimum target was phased in over 3 years, beginning in fiscal year 2022-23. By the end of fiscal year 2024-25, all organizations have been phased in and expected to meet or exceed the 5% target.
