Measures operation efficiency by comparing annual procurement costs as a proportion of the three-year annual average of the total value of contracts entered into by the organization. Calculation / formula: [(Annual Cost of Procurement Services)/(3-Year Annual Avg. of the Total Value of Contracts Entered Into)] * 100 Cost of Procurement Services is defined as the total annual costs (expenditures) for SSC procurement services, including salary and O&M. Contract Value is defined as the three-year annual average of the total value of contract entered into by the organization. Target: $1.75
