The Government of Canada is committed to renewing and strengthening its economic relationship with Indigenous entrepreneurs and communities by providing increased economic opportunities to First Nations, Inuit and Métis businesses through the federal procurement process. Indigenous Peoples in Canada, as well as their business ventures, face unique challenges, and this is reflected in lower levels of participation in federal contracting. Indigenous Peoples in Canada comprise approximately 5% of the overall Canadian population; however, they were consistently awarded a lower percentage of federal contracts. Through collaboration between Public Services and Procurement Canada (PSPC), Indigenous Services Canada (ISC) and the Treasury Board of Canada Secretariat (TBS), the Government of Canada implemented a mandatory requirement for federal departments and agencies to ensure a minimum of 5 % of the total value of contracts are held by Indigenous businesses. The mandatory minimum target seeks to leverage government spending to help grow Indigenous businesses, which may improve the socio-economic conditions of Indigenous communities.
