Ministerial staff are hired by ministers pursuant to section 128 of the Public Service Employment Act. Section 35.2 of the Act allows eligible former ministerial staff to apply to advertised internal appointment processes that are open to employees of the federal public service for a period of one year after they terminated their employment. Persons formerly employed in certain excluded positions at the Office of the Governor General’s Secretary who have been hired after September 23, 2010, pursuant to section 4.1 of Office of the Governor General’s Secretary Employment Regulations may also participate in advertised internal appointment processes that are open to employees of the public service for a period of one year. To be eligible, they must have worked as ministerial staff or at the Office of the Governor General’s Secretary for at least 3 consecutive years, and have ceased to be employed in that capacity.
