The Temporary Foreign Worker Program (TFWP) allows Canadian employers to hire foreign workers to fill temporary jobs when qualified Canadians, permanent residents, asylum seekers and refugees are not available to fill these positions, and helps ensures that foreign workers are protected. The TFWP is designed to be responsive to changes in the labour market by including a Labour Market Impact Assessment of hiring foreign workers, which provides the government with assurances that hiring temporary foreign workers will not have a negative impact on the Canadian labour market. Employment and Social Development Canada (ESDC) works closely with Immigration, Refugees and Citizenship Canada, the Canada Border Services Agency and the provinces and territories, through appropriate information sharing agreements, to monitor and share information that has an impact on the integrity of the TFWP. The TFWP is regulated through the Immigration and Refugee Protection Act and the Immigration and Refugee Protection Regulations.
