This notice applies to owners of facilities in the polyurethane and other foam sector that purchase, import or use 100 kg or more of toluene diisocyanates per year, and are involved in the activities specified in the notice. This notice has been in effect since November 26, 2011, for facilities within the polyurethane and other foam sector. Although the initial facilities subject have completed their obligations, this notice is still in effect.
