To authorize the City to issue sinking fund debentures in the amount of $115,000,000 and to establish the corresponding sinking fund in which to deposit payments to ensure the principal amount upon maturity. The Debentures shall be issued for a term of thirty (30) years, bearing interest at a rate of 4.95% per annum, and shall be payable as to principal on September 10, 2055.
